Global attention is once again focused on climate change. Recently, the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change convened in Azerbaijan. On November 19, Chengdu, as a representative of Chinese local cities, made a keynote speech at the COP29 China Pavilion's side event titled "Proactively Addressing Climate Risks to Build Low-Carbon Resilient Cities," sharing its innovative practices in addressing climate change with the world.

Climate change is a critical issue affecting the sustainable development of humanity and requires global cooperation. As a megacity with a permanent population of 21.4 million, Chengdu is uniquely positioned as the only city of its size where snow-capped mountains over 5,000 meters high can be seen. Chengdu has received the "BlueSky Award for Global Pioneer Cities of Green and Low-Carbon Development, " was included in the inaugural list of "Charming Cities of Biodiversity," and has topped the "China’s Most Livable Cities" ranking for 15 consecutive years. Notably, in recent years, Chengdu has been a regular participant at COP conferences, promoting cases such as the construction of near-zero-carbon communities and the Tongwei Aquaculture-Solar Integration Model.

At the event, Chengdu representatives delivered a speech titled "Innovative Practices in Park City Development to Address Climate Change Guided by Green and Low-Carbon Principles," highlighting the city's efforts in recent years to make the demonstration area for a park city a core part of its development strategy. Chengdu has actively advanced carbon peaking and carbon neutrality, explored sustainable development paths for megacities, and accelerated the construction of a climate-friendly city. To this end, Chengdu has implemented major measures such as optimizing and adjusting its spatial, industrial, transportation, and energy structures, advancing pollution and carbon reduction synergistically, innovating low-carbon pilot demonstrations, and prioritizing public education and international cooperation.

Notably, in 2023, Chengdu joined the UN's "Making Cities Resilient 2030" initiative. In 2024, the city was selected as a pilot for China's national climate-adaptive city program, further accelerating its resilience-building efforts. Chengdu has conducted climate risk monitoring and assessments, focusing on major local risks such as heatwaves and floods. It has developed response plans, established 649 meteorological observation stations across its territory, and integrated smart meteorology applications into its "Smart Chengdu" framework. The city has also enhanced its ecosystem's carbon sequestration capacity, raising the greening coverage rate of urban built-up areas to 44.7% and building over 7,000 kilometers of the Tianfu Greenway, achieving nearly 2 million tons of ecosystem carbon sequestration.

Chengdu has also made significant achievements in innovative low-carbon pilot projects. It pioneered the "Carbon Benefit Tianfu" program nationwide, a carbon inclusion mechanism that incentivizes public participation in green and low-carbon actions through carbon point rewards, fostering low-carbon consumption and lifestyles. The city has built and operated 144 low-carbon scenarios with 3 million participants, converting over 500,000 tons of carbon reductions into tangible value. Additionally, more than 70 local entities have built emission management scenarios, and over 70 key carbon-neutral technologies have achieved breakthroughs.

Chengdu representatives emphasized that its participation in COP29 reflects recognition and encouragement of its innovative climate actions. Going forward, Chengdu aims to expand regional cooperation and international exchanges, leveraging green and low-carbon initiatives to guide high-quality development, promote ecological civilization, and synergize environmental pollution control, thus accelerating a comprehensive green and low-carbon transformation of its economy and society.

During the dialogue segment of the side event, Chengdu representatives further elaborated on their vision for international cooperation. They expressed the hope to introduce advanced international green technologies and innovative solutions to enhance urban infrastructure sustainability and improve residents' quality of life. On the financial side, Chengdu aims to attract foreign investment and secure support from multilateral development banks through international cooperation, fostering the establishment of green bonds and sustainable investment funds.
